Nowadays, our society is becoming complex. When we read newspaper, listen to the radio or watch television, there is no doubt that some news are related to crimes, for example, drug trafficking, indecent assault, wounding, gang violence, criminal intimidation, robbery, burglary, criminal damage, triad activities and so on. An alarming picture appears, some of the crimes mentioned above are piquant youngsters; some cases (e.g. Selling pirated Vcds) involve some youngsters as young as eleven or twelve years old.

If a young man has broken the law, they will be prosecuted under the teenage Offenders Ordinance. As a public worker, we will encounter similar situations or enquiries in our daily practices, so it is very leading for us to equip some knowledge and understandings of the ordinance related to teenage offenders.

Every society should admit that some kind of people are vulnerable, they are assuredly under threats, attacks, illnesses and so on. Rather than sending the young offenders into the jail, there are many other options ordinarily available to courts for the purposes of rehabilitating the young offenders between seven and 14 years of age, for example, the society sustain aid scheme, the police superintendent's discretionary scheme and so on. Jails Creating Criminals

There is a pervasive quiz, lingering in the minds of many people today. It is the quiz, of how we can reduce the ever addition levels of crime and violence that plague our society. Because no one as of yet is focused on the explication as much as they are the problem, the usual reply given by politicians and the media is that we have to be even tougher on crime. It is an reply that comes from a deeply held trust that fighting against crime even harder will ultimately straighten this country out. This is an illusion. You can not ever get what you want by pushing against what you do not want. We can argue as people all we want about the corporeal reality we live in but the truth remains the same that what you see as physical, tangible manifestation is the direct consequent of energetic movement. And this energetic movement is controlled by thought. That means that if you are focused on crime, you will manifest crime. When a society such as ours does not understand this, we try to control others which we see as being "external". We believe that it is not in our power what someone else man does or doesn't do to us. We believe in victim-hood and so, we try to control others by creating laws. And we impose those laws with harsh punishment for all those who disobey them. Laws are merely the illusion of control. They do not work, and they run counter to the universal truth of greatest freedom. They will and do fail. Punishment is fighting fire with fire. It is hoping that we can teach corporeal and reasoning health to a man by demonstrating the opposite to them. Punishing man into wellness is a contradiction in terms and you can see it in the fact that the crime rate raises with the more jails we create. It is imperative that we facilitate a safe environment for all inmates and search for ways to better put in order them for their publish back into society. The de-humanizing environment of jails and prisons does not help, it compounds these challenges. Jails are not places of rehabilitation, they are terrifying, inhumane and miserable places that will luckily be seem as shameful to us in the future. They will in fact be seen in the same light as the infamous nineteenth-century "snake-pit" insane asylums are seen by us today. We are paying dearly for these institutions which do not work. And they will fall of their own economic weight. In mates are traumatized, even more so due to the fact that non violent prisoners are put in the same holding facilities as violent prisoners where nonviolent offenders often do in fact learn a lesson... The lesson of how to be violent. And so, our justice theory is not reforming criminals, it is creating them.

It is hard for people to grasp the idea that anger and revenge is honestly a much healthier state for a man to be in than powerlessness and grief. The divergence between a victim and a perpetrator is that the perpetrator has tried to move closer to wellness by physically acting out in an endeavor to no longer feel powerless by committing a crime. In effect, they project their feelings of powerless out onto their victim and in doing so, feel more empowered. It is a reaction rising from fear. They do not comprehend that any operation taken from a place of fear (without advent mentally into a space of freedom) will only yield corporeal results coherent with powerlessness, such as prison. The victim however, has stayed in the state of fear and powerlessness. But still, the victim and perpetrator share the exact same energetic vibration.

Another part of the jail theory that is not working is that people are being put in jail for drug possession. More often than not, the drug dealers aren't the ones taking up room in prisons; they are too wealthy and smart to get caught. But more often than not, the criminal behavior we are seeing is the consequent of negative childhood experience. Over the years, we have, as a society increasingly legitimized cruelty and callousness in response to the cruelty and callousness of criminals. In a number of prisons over the country we have reduced or eliminated the occasion for inmates to earn college degrees, restricted house visits, and restricted passage to books and magazines. And now there is even a growing communal sentiment to take off televisions and rehearsal facilities from prisons. When we do not understand that punishment is not the way to rehabilitate someone, we want to make sure inmates are miserable every second of the day. We no longer want them to get healthy. In our ignorance and fear, we just want them to suffer. It is this same vengeful attitude that leads our children toward violence. The peak age for violent crime in America is now eighteen, and it's edging downward every year. Our children grow up with the impression that it's all right to be violent toward other people. They are not learning compassion or reconciliation, because we are not teaching it to them. It is time to do so.

Our ideas of recovery normally revolve around education, job skills, and counseling. But this coming guarantees that many prisoners leave prison only to become merely better educated and better skilled criminals. Until they feel their association and value to others, learn how to shift their realities with obvious thought, and are taught exactly how to live within society, no true transformation will take place. We hold the false trust that if we empower and treat a man who has committed a crime positively, that it is the same thing as condoning what they did. It is also believed that they will be more likely to go do it again. Nothing could be farther from the truth. The Only real way to rehabilitate negative behavior is by demonstrating obvious behavior. Our justice systems will begin to work, (and may even go out of business) if those who commit crimes endure cognitive behavioral therapy. We must make our jails into institutions of service instead of punishment and make it the goal of jails to show those who have committed crimes, not only that they are loved but also to guide them towards a productive, healthy, empowered future. They need to receive the message that they are believed in and needed and valuable. If we empower them, they will no longer feel powerless to their impulses. They will have control over these impulses which they often feel they have no control of, which is in fact what leads to crime in the first place. people who are happy do not commit crime. people who feel their own worth and value do not commit crime. people who feel free and empowered do not commit crime. Our deepest nature is good. It is this innate goodness which is unlearned. No child ever raises their hand in kindergarten and says "I want to be a criminal when I grow up". We can not forget the possible that is possible within every personel (a possible which never goes away) and hope to make any obvious convert in an personel at all. For decades our justice theory has been run according to the tenets of retributive justice, a model based on exile and hatred. The time has come to focus our efforts instead on transformational justice. A type of justice that focuses on bringing a criminal back into society healthier, not end him or her out of it. Prisons can be turned into environments that maximize opportunities for the inmates to become healthy and caring human beings. In the hereafter of humanity, there will be no need for laws, for police and justice systems. But at this point in time, when these laws and institutions still exist (and still make people who believe it is possible to be a victim feel safe)... Instead of doing away with them, it is time to convert them.

Shoplifting and Loss Prevention: Do We Need a Fresh Look?

Traditional Loss arresting is not working. If it was working, the retail world would not still be suffering million or more a day in losses. The officer is often disdained by the retailers that hired them, yet is required in order to sell out liability and curtail theft.

In summary, there are many retailers and loss arresting personnel who just don't get it. Neither one wants to spend money to facilitate sound loss arresting principles in the spirit of excellence. The retailer wants to dictate the mission of loss arresting without seeing at the available research. Retailers are good at what they do; selling things. They are not security and loss arresting experts. Yet, they question results.

Can you Imagine the response to the loss arresting officer who walks into the retail manager's office and suggests how they might better price some of their items? • 57 percent of adults and 33 percent of juveniles say it is hard for them to stop shoplifting even after getting caught.
• Most non-professional shoplifters don't commit other types of crimes. They'll never steal an ashtray from your house and will return to you a bill you may have dropped. Their criminal action is restricted to shoplifting and therefore, any restoration schedule should be "offense-specific" for this crime.
• Habitual shoplifters steal an average of 1.6 times per week.
• Statistically, the majority of shoplifting incidents occur late in the week, between Wednesday and Saturday. Other high-risk times consist of non-school days, late mornings and late afternoons into the evening.

Employee fraud aside, we believe the most foremost statistic is: The vast majority of shoplifters are "non-professionals" who steal, not out of criminal intent, financial need or greed but as a response to public and personal pressures in their life, and shoplifting is addicting.

Differentiating Types of Shoplifters

Author Terry Shulman (Jd, Msw, Csw, Acsw, Cac-I) divides shoplifters into six safe bet groups, each with safe bet identifiable characteristics and improbable responses if they are caught. The ration that follows is Shulman's estimate as to the ration of the total shoplifting habitancy that the singular group comprises. Note: These percentages will turn to some degree depending on the demographics of the area.

• The Addictive-Compulsive Shoplifter represents 85% of the shoplifter population. Most likely, this group will resist arrest if confronted and will attempt to flee the store. If caught and detained, they will remain cool and calm, showing no remorse or emotion.

• The Impoverished are those who steal out of economic need and they characterize about 5% of the shoplifter population. Typically, they will steal necessities, like food, diapers, toiletries, or children's clothing. Often, their manner of dress and hygiene may be poor. If caught, they will usually show remorse, but state their disappointment with their lack of money, and may voice hostility against a "System" that keeps them impoverished.

• The Thrill Seeker steals on a dare or for the excitement. They characterize 5% of the shoplifter population. These shoplifters will often steal in groups. Many teenagers fall into this category.

• Drug Addicts steal to pay for their drug habit and they characterize 2% of the shoplifting population. Like Professionals, they prefer stealing expensive, high-end items, usually multiple items at a time. Their appearance often shows signs of substance abuse. They often carry drugs or drug paraphernalia on themselves. They are usually less truthful than the Professional, but will likely flee the store if confronted.

• Kleptomaniacs are habitancy who steal for no apparent presume and they characterize 1% of the shoplifter population. Kleptomaniacs are impulsive and often careless. They will often take items they don't need and can't use, like stealing shoes that don't fit. If caught, many will admit they are kleptomaniacs and do not feel much remorse or shame. They will often use Common excuses, like "I don't remember taking it", or "I don't know why I took it because I don't even need it".

Narrowing the Focus

The focus of loss arresting should be prevention. arresting policies and techniques should be aimed at the habitancy responsible for 85% of losses; the Addictive-Compulsive Thief.

This person is perhaps as addicted to shoplifting as is the drug addict to the drug.

Fear of consequences does not deter this type of shoplifter. Prosecuting shoplifters does not deter future shoplifting. Many have been arrested before and already know the possible of jail is there, but they are too smart to get caught.

We recognize there are store managers who, regardless of research, cling to "old-school" techniques along with catching as many shoplifters as possible, believing word will spread nearby the society that their store is one the shoplifter should avoid because of aggressive enforcement. The key here may not be in sending everyone to jail, but in raising the perception the shoplifter will get caught. If you pick this route, it is best concluded by catching as many shoplifters as possible and processing them quickly. If the impulsive person's external inhibition had a voice, it would be saying; "I have no control; my life is ruled by external events." The need to satisfy immediate needs is all they focus on. This impulsivity is most effectively diffused by retention them in the "here and now", not yesterday or tomorrow.

The technique of getting them to slow down and think about what they are about to do is central to many cognitive-behavioral interventions for the addict. It teaches them how to stop before acting impulsively and think about the cause and corollary relationships of their intended behavior. Beyond that, it encourages them to avow to themselves or others what they will do, and then do the chosen behavior. Again, the purpose of the technique is to slow down the impulsive thinking long adequate to get them into the "here and now".

Before we apply this principle to loss prevention, let's take a look at some loss arresting research. Then, we will think some uncomplicated techniques with the former focus and goal being to pull the impulsive shoplifting addict into the here and now.

Several years ago I was asked to consult for a store that was leasing space at a major mall for a little time to sell clearance products. I advised them to put signs at the entrance to the store space indicating the store was being monitored by electronic and human surveillance. Within 24 hours the store owner was approached by mall administrators telling them to take off the signs, because they did not want the public getting the wrong impression. This, of course, made no sense at all, and was clearly based on the administrator's fear that such a sign might plant the perception of a criminal proximity into the mind of shopper.

We advise something new and different; a direct statement to the person responsible for 85% of the shoplifting - the addictive/compulsive thief. The sign might read; "If you are struggling with shoplifting addiction, we advise you think the consequences of shoplifting. You will be arrested and prosecuted vigorously. There will be legal charges you will incur. You will be trespassed from this store and post your picture. We also experience one immediate family member and apprise them of your actions. Please think contacting Shoplifters Anonymous at xxx-xxx-xxxx or ShopliftersAnonymous.com." We would go as far as to advise perhaps there be pamphlets available as well to the shoplifting addict. This provides added intervention and a public relations side advantage is the safe bet concern the store has for those struggling with addiction.

Instruct your employees and loss arresting or security officers to make direct eye experience and speak to as many customers as possible. customer assistance is one of the easiest and most productive ways of deterring the shoplifter.
